When it comes to circumcised penises, there is a scar on the surface of the penis. The scar isn’t just surface level, it is also attached to tough bands deeper down. As the product is placed further into the penis than the surface, it has to interact with these deep scars.
Often the skin between the circumcision scar and the glans is harder to get the filler smooth along the penis length.

Yes, you most definitely can. Even around circumcision scars, filler can be injected.
